No. Not all radiators have the capacity to be converted into electric or dual fuel models.
However, there are plenty of available designs that can be adjusted for electric or dual fuel energy use, plus existing modern electric heaters and dual fuel heated towel rails.
Essentially, the radiator would need to be able to safely accommodate a T-piece attachment and an electric heating element to be upgraded to an electric or dual fuel version.
