What are modulating heating controls?

Modulating heating controls come in the form of an automated valve, and are used to alter the average water temperature of your heating system. They do this by switching the boiler on and off in a periodic cycle.

However, the water temperature produced by the central heating system or boiler itself, remains fixed in such a setup.
